PURPOSE : Basic aim of this scheme is to transform the existing Ports into modern world class Ports and integrate the development of the Ports, the Industrial clusters and hinterland and efficient evacuation systems through combination of road, rail, inland and costal waterways ( modal mix ) resulting in ports becoming the drivers of economic activity and growth in coastal areas.

Operational efficiency of ports will be improved to compete with global Turnaround time (TAT = 1-2 days), current TAT at most Indian ports is approx. 4 days.

It will also address the ‘Idle time’ issue during movement of cargo to/from the hinterland by promoting water-borne transport which is much safer, cleaner and cheaper.

There is requirement of reduction in ‘Lead distance (distance between of industries/manufacturing centers and ports) by developing manufacturing and industrial zones in coastal regions
STRUCTURE : National Sagarmala Apex committee is constituted at Center under the Chairmanship of Minister of Shipping with Ministers of affected ministries, Chief Ministers of concerned states as members. This committee will prepare the Perspective Plan, decide Policy issues and will do high level co-ordination. Another steering committee will monitor progress and will decide financial and practical issues.
- Sagarmala Development Company Ltd. Is incorporated under Companies Act with administrative control of Ministry of Shipping. This will work for formulation of projects, preparing Master plan, make equity contribution in the Special Purpose Vehicles ( SPV) formed for big projects under the Master Plan.
PROJECTS DETAILS : As part of Sagarmala Programme, more than 577 projects with a total Cost of 8 Lacs 57 thousand crores have been identified for implementation, during 2015-2035, across the areas of port modernization & new port development, port connectivity enhancement, port-linked industrialization and coastal community development.

As of 31-Mar-2018, a total of 492 projects costing around Rs. 4.25 Lac Crore were under various stages of implementation, development and completion.

The average turnaround time of ships, a key parameter to measure a port’s efficiency, has reduced by 25 per cent to 64.4 hours in 2017-18 from 87.3 hours in 2015-16, said Kailash Kumar Aggarwal, Joint Secretary, Ministry of Shipping.

The higher efficiency and productivity had translated into the net profit of major ports increasing by nearly 75 per cent to ₹3,414 crore between financial years 2016-17 and 2017-18

Also, two major ports — Deendayal (formerly known as Kandla port) and Paradip — achieved the milestone of handling 100 million tonnes of cargo in a year. While Deendayal port achieved it in 2016-17, the Paradip port did it in 2017-18.
LAUNCHING DETAILS : On 25 March 2015 Cabinet gave approval for the Sagarmala Programme.. The Sagarmala National Perspective Plan was released by the Prime Minister on 14-April-2016 at the maiden Maritime India Summit 2016, with details on Project Plan and Implementation
BENEFICIARIES : This yojana benefits the large population in and around the ports and area around ports. The major benefits coming from direct and indirect employment generation.
